Swainswick Parish Council – Clerk Vacancy

The current Parish Clerk will be leaving the post in the Spring of 2021 and a replacement is being sought. Should anyone be interested, below is a draft job specification. It is worth noting that an earlier start can be arranged when extensive training can be given prior to the departure of the clerk

SWAINSWICK PARISH COUNCIL – Parish Clerk Vacancy

JOB DESCRIPTION and PERSON SPECIFICATION

Job Title: Parish Clerk Reporting to Swainswick Parish Council.

Overall Responsibilities

The Parish Clerk / Responsible Financial Officer will carry out all the functions required by law of a local authority’s Proper Officer (Legal definition for Local Authority clerk).

Specific Duties and Tasks.

By ensuring that statutory and other provisions governing or affecting the running of the Council are observed.

Be conversant with computer-based administration.

Maintain the Parish Councils Website.

Prepare agendas for Parish Council Meetings.

By attending the Parish Council Meetings, draft Minutes of these meetings and implement the decisions that are agreed by the Council.

Prepare and maintain financial records for regular review and annual audit.

Receive invoices for goods and services requested by the Council and to ensure these are processed for payment.

Monitor Planning Applications relevant to the Parish and ensure the Council views and comments on these as is appropriate.

Maintain communication with Bath & North East Somerset Council in respect of this and other areas of responsibility which affect the Parish.

Receive correspondence, documents, emails and telephone calls on behalf of the Council and bring such items to the attention of the Parish Council, Local Authority or organisation.

Good general standard of education

Knowledge of local area/issues

Good communication skills (written & spoken)

Competent IT skills

Good organisational skills with ability to prioritise work-loads & maintain varying deadlines

Ability to project positive image of the Parish Council & local community

Ability to work professionally & on own initiative to provide information & advice to Parish Council.  Happy to work evenings to cover Parish Meeting schedules.
